Well, CPUs do use out-of-order execution to optimise some things: https://en.wikipedia.org/wiki/Out-of-order_execution

But, crucially, they can only do it when it still behaves as if they're operating in-order.

Either way, I agree that CPUs are explicitly synchronous in terms of how they work internally and how they interact with the outside world.
